					<description><![CDATA[Here&#039;s some highlights of the investigation.&lt;br&gt;&lt;br&gt;The vessel was weighed in July 2013 and found to be within limits.&lt;br&gt;The vessel was weighed again in March 2014 and found to be within coast guard limits.&lt;br&gt;The investigators reviewed the photos of the second weighing, and found the company doing the weighing used a grease pencil to write down the numbers from the load cell, (device used to weigh the ship).  One load cell read 60, 350lbs while another read 60,550.  The ship had ballast installed and this would require movement of the ballast to balance out those numbers.&lt;br&gt;&lt;br&gt;The load cell that read 60,350 lbs was erroneously recorded and given to the naval architect as 68,500 lbs.  A completely wrong figure.  The naval architect had the ship wrongly balanced by more than 8,150 lbs. to port side.  The fault is with the company hired to weigh the ship, which was called New World.&lt;br&gt;&lt;br&gt;Post analysis review of the balance calculation revealed the ship would heel over no matter what.  &lt;br&gt;The launching method of using two doilies was not reviewed by the coast guard, but obviously to anybody who watched the video, the doilies were overloaded because the tires were flattened trying to carry the weight.  The front dolly could not (and was not designed to) support the off balance rear of the ship as it entered the water.&lt;br&gt;Also not mentioned in the report is of a crane launching using a cradle would have gone better.  This method more than likely could have saved the ship as the cradle straps would have prevented the list from getting too severe.]]></description>

The engineer is always in the lower spaces to observe any leakage but to have the vessel unbalanced that&#039;s both the yard and Engineers responsibility. Lots of lost time there, glad no one was seriously hurt.]]></description>
