bird "anklets" are put on by biologists. it helps the scientists keep track of animals and their migration routes.

Person A catches, applies Tag 1 in Maine.
Person B catches same bird, in Mexico.

I'm from England and i would say possibly a racing pigeon blown off course and having a rest. The 'rings' contain country of origin, breeder, etc

That is a racing pigeon. Probably got blown off course. It happens to mine from time to time. They usually will come home a few hours later, or up to two days later.

You can eat Barracuda, they're pretty good
