Schengen is in Luxembourg but borders Germany and France. The treaty was created so that people could go to the other side of the boarders without the difficulty of passport control. Obviously it has since expanded to include many countries. Its a really nice area and they have a museum next to the river that has a lot of information about Schengen's history!
