When my wife and I were cruising the Baja and the west coast of Mexico, it was 100% normal to have to check in and out of each harbor as we moved around. Is the Port Captain new to his position? While the Zarpe is understandable as it’s required in many countries between ports including Colombia and DR, the notion that you would clear Immigration really shows the Port Captain’s ignorance. It’s amazing how many areas throughout the Caribbean are suddenly becoming cruiser unfriendly as bureaucracy and money grabbing take over. The huge spike in mandatory mooring ball fees in Bonaire is another example. Sad.
