The part about being denied access also means the bad folks have full access is incorrect. It may be the case, but most likely is not. Ransomware denies access by encrypting the data on whatever storage device it lives. This is typically done via malware infection of a local computer system, and does not mean any of that data was transmitted anywhere. If they were targeted, it's more likely (because the bad folks may actually want the data), but in most cases the bad folks don't care about the data – they want the ransome. Even if the intent was the transmit the data to somewhere, firewalls and other security measures could still prevent that.
