You had two seperate armies because the global recruitment duration reduction only applied in the Zharr Naggarund region and not the whole province. You were going to merge those two armies together.

Lionheart if you take the Gallon's graveyard there might be a building that stops deep sea attrition also might be a nice way to get some labor since I'm pretty sure there is a landmark for that.
