In construction, they use a self leveling laser level to get matching elevations in large and small spaces.
Seems such a thing would work well for you in this case….although, by the time you read this, you will no doubt have solved the problem.

Float the boat. Mark the water line. Then paint the bottom paint…..and get a dang laser

we use s lazer to draw the waterline makes it so easy .love the work thats gone into the boat to save her .
