Maggot only went there to get attention from the paparazzi her narcissistic manipulating controlling ways she cannot live without media attention. She wants to get as much attention as princess Catherine so she does everything to get attention. She threw those flowers out because she needed a excuse to get attention from the paparazzi. She has to pay them to get attention when shes not with Harry she didnt want Harry to get the attention anymore. Sometimes you have to pay photographers for publicity photo shots.
Its a neccessity sometimes when you're unimportant going out in public and no one bothers to lift their head to look your way.
