I doubt these girls are exploited. They know what they're doing. In fact, it would be no surprise to me if they weren't doing a little finessing themselves. These professions and exploits have been going on for thousands of years. Transitioning more power to governments, more rules and government oversight is just going to make it go dark, into the underworld more. Its still going to happen. The more powerful governments become, the more profitable the vices.
