This Putin yacht is one of the real motivations of the mob that pillages and submits Russia from the Kremlin. Hundreds of billions of dollars for themselves, nothing for the population. Same for the sheikhs in UEA, Saudi Arabia and what not. Regarding the marble catchment rock, I can tell you that the quarrying processes related to extracting the premium material generate a huge volume of lower grade rock, as well as a lot of broken high grade that is put to use in hundreds of different ways, like fine powder in paint, plastics, a paper, etc. It is extremely unlikely that the rock used in the port and surrounding areas is of high value but helpful to the quarry operation to find a use for it rather than having to pay for it to be taken away.

On project Thunder and Lightning. In radpid transit, it isn,t uncommon for 2 cities to place a joint order for equipmet. Scale gives them better pricing, and the combined volume make it easier for builder to justify the design and toling costs to produce a larger order.
So it is possible that Putin and some friend joned forces and placed a joint order for 2 nearly identical ships to be build using same tooling/plans, but with diffferenr interior outfittings etc.
Equally possible that both ordered by same oerson, but one is outfitted aith all the James Bond gadgets, while the other is purley "civilian" and can be rented to people or in a bind, act as bacup to the "real" one.
