Might want to check "IKEA's" Bed slats for $30 (twin Bed). Might want to add a raised wood trim to the shelf (about an 1 inch) so items don't roll off.

Why not make some cutouts in the support for the upper bunk so the space under the shelf could be used for storage? If there is one thing I’ve learned from being on boats there is never enough storage.
