I have a few small extinguishers on the boat in the galley and bridge. But i got the big ones with the brackets on the bulkhead and they are sitting on the floor so they don't move around

I’ll have to disagree. Just so I understand your comment, are you saying it is acceptable practice to wire tie (or cable tie / zip tie if you prefer) a fire extinguisher into a defective bracket rather than replace it?

There's no wire in it, so it's not a "wire tie"….. It can easily be broken by pulling it away from the wall
