So it's not the driest year ever, the new locks are much bigger and they only capture 60% fo the water for reuse. You are still using the old locks too, the reservoir is no bigger. But 'Climate Change' is the problem. Since it's not the driest year ever, climate change is not the problem, the climate obviously is no different to 100 years ago. But if you still want to blame the climate and believe it has changed so much, why didn't you plan for it? Bad planning and greed is the problem. How's it working out?

Dig channels in Gatun cut while it is low and dry down about 20M? That would eliminate a lift in the locks mitigating some of the problem?
