Someone used an angle grinder near my van. The hot particles of metal melted into the glass and then rusted. Sounds like the same thing.

That's most likely weld spatter(could be grinder too), they likely welded or cut some thing upwind of your boat, maybe some bespoke brackets for lashing etc for other project cargo which likely got stuck to the finish of your boat on impact due to the heat and the epoxy surface/finish. While the spatter can potentially come off with some rubbing, (any spatter left behind will keep rusting even after your first oxalic acid clean) the surface will have micro indents. The boats finishing likely needs a buffing of sorts to bring back the smooth surface that will help drain seawater/spray etc. Btw Oxalic acid can be corrosive so please check if your finish csn take it. I'd also see if the antifouling is intact. A small micro spot is all sea creatures need.Hope it helps.
