The Delphine is an amazing yacht, I agree. That it still has its original steam engines is remarkable. As to running costs: billionaires only need apply.

In Canada, There are provincial laws surrounding alcohol use, and consumption is allowed to be consumed by passengers under certain circumstances. Still, the vessel's operator should not have anything in their system. But that is just in Canada

What kind of condition is Delphine in currently? I know she was in use a couple years ago, so I feel she couldn't be in that bad of a shape.
