This is a good way to "help the local environment". Not the money it would generate. The yachts will simply avoid the new taxes and the local economies will lose THAT revenue too! But they wouldn't be there to "pollute". Be careful what you vote for.

I presume the same reason that people don't flag their vessels with the U.S. flag is that the U.S. requires all crew to be U.S. citizens for a U.S. flag. (There is an exception for the U.S. Navy.)

Miami was becoming the boat manufacturing capital until the Democrats stepped in and decided to create a unreasonable luxury tax that closed over 90% of the companies. The list of Fortune 100 companies that have left the US due to excessive taxation by the Democrats is staggering. Businesses and people who are succeeding end up giving jobs and opportunities to others so they can succeed. Revenue generation creates more revenue generation. Tax increases just raise prices and eventually sends those revenue generators somewhere else.
