The Emerald Bay inlet is very scary when the wind is howling in opposition to the tide. There are large rock and riprap walls on either side of a narrow entrance. I don’t recall any prominent ATONs or lights outside the entrance. I would not even think about entering at night. FYI – The marina is directly adjacent to the site of the infamous Frye Festival campsite.
These type of German settlements have long been criticized for corruption and allowing wealthy people to pay the government to avoid crime, with some very egregious cases being settled this way. Whether you agree with Usmanov being prosecuted or not, personally I don't, this aspect of German law is rife with corruption.

Vessels should be heavily fined for illigal / misuse of AIS
Many superyacht insurers strongly encourage or even require AIS (Automatic Identification System) for vessels, especially larger yachts, seeing it as a crucial safety tool that significantly reduces risk,
Who is to enforce the laws regarding failure to use AIS, surely there should be criminal charges for captains who sail without AIS, endangering other marine vessels.

dont yachts ground intentionally for several reasons.. you said its a notorious area.. isnt beaching a yacht in shallows normal.. especially if anchoring is ineffective.. im no seaman (titter)…but seems a lot over nothing here
Emerald Bay: all of us (including mega-yachts) were weather bound when we were there in 2008. I believe we were in there 3 days. The mega-yachts had giant ball fenders that kept popping in the swell. Our 35-foot sailboat was tucked way back in there, and the swell was unreal. Washing machine movement. One day, a smaller power cat decided to try to leave. Literally everyone in the marina walked out to along the rocky entrance to watch them leave, never believing they would make it. I cannot believe the yacht in this story tried to enter at night—It’s just so dark with weird little turns to keep it in the channel. We did see a few interesting things the 6 months we spent there in the Bahamas.

So the owner of Dilbar is being investigated by the Germans for corruption etc. But, if he pays €10 million it goes away? Says a lot about the Germans and society as a whole. Either there is something to investigate or not, money shouldn’t be the determining factor. Governments are basically organized crime at its highest expression.
