Becka…. There's nothing on a boat what's called the way landlubbers would call it… 🙂
You can measure it mast rake with a level or a thread with a weight on it. Then you measure the horizontal distance between the mast and the thread a meter below the attachment point of the thread on the mast. So you get something like 50mm per meter. From there the angle can also be calculated. But usually the rake is given as above.

So, the powerboat who passed you, if in the harbor there is a speed limit there and he is responsible for his wake. If he "inconvenience" you especially in your rescue mission you could file for legal action.
I know, it is not fun but rude ignorant boaters do need to be taken to justice.
It should not be the "wild west" out there, but with some of these owners that is what it is becoming.
We need boat owners to fight this abuse.
