Sorry, but that sounds like a distressed cat who cant wait to get on solid ground. Or as solid as a boat can be anyway. Clearly, she's not comfortable in the rubber raft.
And yes, she NEEDS a life vest.
Unless you dont mind her thrashing around in the water attracting a shark.
And if you pay any attention to the guy who films sharks in the water with a drone, they are EVERYWHERE just under the surface of the water, unseen by our eyes.
Also, a shark or other big fish, whale, porpoise, dolphin, etc. can easily jump up & get her walking on the side of that raft & oops, cat just became dinner.
How do you think they get seals & birds?
By doing just that.
Something to think about if you love your cat & dont want her to be dinner, or drowned.

Cats hate water so that animals stress levels r high, & that meoow is a strong stressed out call, i know cats behaviour body language very well ive worked with animals most of my life & have had numerous family pets!
