Sorry but what is the problem? His wake? Diver down and the Alpha Flag just mean the vessel is not moving from its anchor position. You can do Mach 10 past them and it’s not illegal.
FIirst off the flag is a diver down flag. This means that there are divers below the surface, and you should stay at least 100 feetvaway from the area or approach with caution.
