7. There's not such a thing as right of way in COLREG!
   In this example the vessel 1 goes out of the way of vessel 2 and 3. Vessel 2 gives priority 3 ONLY if there's a risk of collision.

8. I'd say 3 because it has starboard and is the less able of the 2 starboard boats
