Pine trees which drop pine cones, do use fire for new pine trees to begin growing. Sad for the older grove though. Research. Most likely just was planned entertainment for the yacht patrons.

Ofcourse it is for safetymesures. I read here in Part B: "….comercial charters which carry 12 but not more than 36 passengers…, and do not carry Cargo". Could this be interpreted that for one evening event you could have had not 12 but 17 passengers?
Facing 20 years jail I would deny it too! It would be easy to destroy video/photo evidence on phones. If it’s possible for the crew to erase the data from the CCTV then at least there should be a gap in the data timeline. But there are lots of unscrupulous captains. Just see earlier videos on this channel to see how yachts have been sailing around with AIS switched off.
Need to let justice run its course to see if those charged are guilty.

Forest fires are a real problem.
Whoever booked this trip will definitely get away with it.
No one in charge, crew have a few drinks, let's have a little firework display and a BBQ, what could go wrong? That photo is damning, even accounting for the lens / distance distortion it look rather close. That's assuming no guests, if there were guests its another story.

Could it not be the case there were additional people on the yacht just for the evening (maybe from another yacht) and not staying on board overnight. That might explain the 17 guest on board.
having more guests (edit SLEEPING) onboard would be a serious matter. It could void any insurance claims and end up with crew in prison.

What about parties on board during the Monaco Grand Prix, when the yachts are not docked but moved out off shore? With Prince Albert in attendance? And multiple dozen party-goers? Does the 12 guest rule still apply?
