You need some high molecular weight polyethylene for the tiller to rub against
the dog looks happy to be on the move.

Try to find a plastic chopping board and slice a bit off for the tiller to run on.

Install about a 3" castor wheel to the bottom side of the tiller. Dont go cheap on the wheel since your in the marine environment.
How about a box full of puppies for the sailboat. I wonder if Animals International has a global grant program.?

We have been using decent-quality plastic bread cutting boards for years as friction protection surfaces. They are cheap and can be cut with regular woodworking tools. And you can buy them are any food store. You will be surprised how long they last. And when they don't how can afford a new strip every week.
I recently got a "Kicker" electric dingy motor by "Thrustme" (1kw) and it's beyond awesome. If you have the means to keep it charged, you'll never look back! It's super light and super powerful. Works with my paddle board and kayak as well! You'll love it!

Wondering if stern anchor has a length of chain. Sometimes a slipping anchor will perform well when chain lowers the angle to the boat.
